Surging Growth

With a population of over 100 million, Vietnam is one of the fastest fastest-growing economy in Southeast Asia, presenting a significant potential for Australian Edtech companies. With rapid digital transformation, expanding ICT infrastructure and a youthful, tech-savvy population, the country is fast emerging as a strategic market for online education solutions. 


Favourable Policy Conditions

The Vietnamese Government has demonstrated a strong commitment to digital education through progressive policies and national strategies. Decision 131, approved in January 2022, outlines a roadmap for digital transformation in education with ambitious targets set for 2025 and 2030. These include universal access to online learning through encompassing devices, internet connectivity and digital content, along with the rollout of online teaching platforms and the expansion of online programs in higher education institutions. These goals create substantial opportunities for Australian providers to deliver e-learning platforms, interactive content and learner engagement tools aligning with Vietnam’s digital education vision.

Further regulatory developments signal the increased openness to innovation. Last December, the Ministry of Education and Training issued Circular 29/2024/TT-BGDDT, restricting paid private tutoring by teachers to reduce over-reliance on out-of-school instruction. The regulation encourages teachers to focus on improving classroom delivery during official school hours and paves the way for investments in teacher training, pedagogical innovation and classroom-based Edtech solutions. This shift presents a timely opening for Australian providers to support in-service teacher development and bring new models of digital pedagogy into the school system. 


High demand

A growing demand for English language education adds another promising dimension. The Ho Chi Minh City Department of Education and Training launched initiatives to enhance English as a Second Language instruction within public schools, aiming to improve language proficiency from early ages. This government-backed push creates a strong market for Edtech solutions in English learning including language learning apps, digital content, adaptive assessment tools and teacher support programs. Australian companies can play a key role in helping schools deliver engaging, curriculum-aligned English education at scale. 


Strong ecosystem

Vietnam’s online education market generated approximately AUD 560 million in revenue in 2024, with the number of users expected to rise to 11.8 million by 2029. Nearly 70 investment funds are actively engaged in the sector and around 750 Edtech companies are already operating in Vietnam, offering a wide range of products and services. State-owned enterprises have also joined the digital education landscape by developing K–12 learning platforms and management systems, indicating both maturity and growing demand in this space.
